The core responsibility of this role is to provide a consolidated, horizontal view of operational risk controls for Luxembourg and other locations in the region, ensuring problems are promptly escalated and ensuring  local considerations contribute to and are factored into regional and global strategy.

Functional Objectives:

Evaluate risks across the region by identifying key themes across LOBs, control functions and the industry as a whole and help identify emerging or systemic issues and ensure consistent and common standards where appropriate

Ensure control-related regional and legal vehicle issues are promptly escalated and addressed through appropriate governance and that remedial actions are fully embedded with issue owners and resolved

Ensure regional considerations contribute to and are factored into global strategy

Identify, manage, and set strategic direction for top risks in the region leveraging the RCSA process

Location Governance:

Reinforce the regional governance model in the region via regular review and analysis; participate actively in relevant governance committees; understand business and process changes and regional programmes; ensure operational risk control and regulatory matters are included in location governance, that issues are logged, remediated and closed in accordance with corporate guidance

Enhance the engagement model for oversight and controls, consistent with strategic priorities

Partner with control professionals and business manager to ensure that the EMEA controls agenda is clearly understood to facilitate its delivery

Document the existence and effectiveness and periodically reviewing the local governance model and standard operating procedures

Engage with local and EMEA compliance and government relations to ensure issues are fully understood and escalated within the local and regional governance agenda.

Location Control Framework:

Conduct periodic operational risk control cross-location reviews to identify gaps/inconsistencies for escalation to the location and regional governance

Monitor control gaps and remediation ensuring satisfactory resolution of issues is recorded in governance forums and corporate systems

Undertake proactive monitoring, challenge and horizon scanning, internally and externally, across the controls landscape

Complete process and procedure reviews to identify gaps in existing process and procedures and recommend improvements

Ensure adequate understanding of issues, maintaining a look ahead across the location for operational risk control impacts

Support Internal (Corporate and Local) and External Audit and Compliance work (where appropriate) in the execution of operational risk control reviews

Location Regulatory Engagement:

Ensure operational risk regulatory matters are included in location governance and that issues are logged, remediated and closed in accordance with corporate guidance

Partner with local compliance to ensure regulatory matters are managed and escalated in accordance with global and local protocols

Provide advice and join up support to control officers and compliance relating to regulatory visits relating to operational risk controls

Provide transparency on operational risk controls to location management

Measure, monitor, and report on the effectiveness of the regional location programme via governance, the provision and analysis of consolidated location MIS and reports (including operational risk control reviews), adherence to policy, best practices, location landscape reporting and location health assessments

Identify issues for prioritisation and review at the location and legal entity level

Engage with control professionals and Corporate Operational Risk (COR) to ensure Risk and Control Self Assessments, issues and action plans,  and risk events are treated in accordance with policy across the location


Partner with regional and location peers to ensure consistency in the controls agenda

Engage in appropriate and relevant industry forums where appropriate

Ensure key stakeholders oversee the implementation of policy and control enhancements relating to operational risk and controls

Provide feedback on lessons learned and reviews

Promote risk aware behaviour across the location, including sharing of issues/findings and best practices across location peers.

Supply subject matter expertise on location specific Operational Risk and Control Matters.

Your Qualifications:

  • Highly motivated, energetic self-starter who takes ownership of issues and drives them to resolution
  • Experience in controls, operational risk, internal audit and/or other control related functions within the banking sector
  • Good organizational skills – manages and prioritizes multiple tasks across different time horizons within deadlines
  • Strong analytical, problem solving & process re-engineering skills
  • Excellent written and oral communication skills with the ability to present information in differing degrees of detail and form depending on the audience
  • Ability to deal with issues on a local, regional, and global, cross-business level
  • Strong team player with excellent partnering and influencing skill
  • Excellent Excel, Word, PowerPoint skills
