Job Description:

The CIB Global Regulatory Risk and Controls Team (“GRR&C”) is part of the wider CIB Controls department and is responsible for delivery, oversight, leadership and management across the global CIB regulatory landscape.  The team’s remit covers:

  • Regulatory change
  • Designing, delivering, implementing and running regulatory operating models and implementing control frameworks and standards
  • Leading cross line of business regulatory projects
  • Product Owner for the CIB’s regulatory reporting obligations globally
  • Leading the CIB’s strategic transformational regulatory reporting program

This role is with WHEM regulatory controls team within GRR&C, which is responsible for providing control oversight, leadership and management across a range of cross line of business regulatory reporting obligations, with a specific focus on regulations emanating from the Americas or impacting the Americas.  

The candidate will have responsibility for a significant body of work and will focus on the DFA Title VII reporting obligations (e.g. CFTC Part 43 and Part 45, SEC Security Based Swaps), and Canada TR Rules across all asset classes in the CIB. The candidate will be expected to deliver measurable value to the businesses and have a positive impact on the CIB’s regulatory reporting risk profile. This role provides both a breadth and depth of execution, ownership of a multitude of control initiatives, exposure across businesses and other stakeholders, and the opportunity to creatively problem-solve on a broad scale.

 

 Key Responsibilities:

  • Serve as regulatory controls representative working closely with Compliance, Legal, Operations, Oversight & Controls, and the Lines of Business.
  • Become an authoritative lead in the key aspects of the reporting obligations in order to provide oversight and guidance as the controls advisor across the CAO. 
  • Gather and analyze data, prepare materials, and lead discussions on some topics for weekly cross LOB controls calls, monthly governance forums, and other oversight and control forums.
  • Manage issue and risk event items across the lines of business and see through their escalation and remediation.
  • Serve as regional point of contact for the regional DTCC GTR relationship, managing and tracking issues and open items, and leading cross line of business forums with the GTR.
  • Interlock with regulatory change teams and contribute the controls perspective across multiple regulatory change initiatives and projects, including GTR.
  • Lead deep dive reviews into JPM Risk Events and other industry regulatory actions to assess potential for similar risks and control gaps across lines of business.
  • Drive adherence and effective Operating Models to help meet key regulatory obligations.
  • Drive adoption of the regulatory controls across the LOB’s and continuous improvement to the control framework.

Key Skills/Qualifications
  • Candidate should have background in banking and a broad understanding of the changing regulatory environment and its impact on the industry. 
  • The candidate will have an understanding of the regulatory reporting requirements under DFA Title VII (i.e. CFTC Part 43 and Part 45, SEC Security Based Swaps), as well as Canadian TR Reporting.
  • Ideally have a strong appreciation of Regulatory Reporting and be comfortable in critiquing design and control requirements, evaluating data and metrics, and dealing in regulatory change.
  • Project management skills a plus.
  • Experience working in a control environment and designing and delivering control solutions.
  • Able to operate across regions, businesses and functions with demonstrable strong negotiation, influencing and relationship management skills to drive delivery across the CIB.
  • Ability to succinctly communicate complex issues, interpret issues raised, and prioritize and communicate to senior management and key stakeholders resolution plans and expectations.
  • Strong Excel and PowerPoint skills required.
  • Team player with ability to build & maintain productive working relationships with colleagues globally at all levels and across functions in order to achieve results.
  • Excellent organization & planning skills.
  • Proactive and creative problem solving with business process reengineering experience.
  • Deals comfortably with ambiguity and uncertainty.
  • Ability to work autonomously
