The Regulatory Capital Management Office (RCMO) oversees the end-to-end risk weighted assets (RWA) and capital measurement process across the Firm, and to help ensure efficient and appropriate management of capital.  RCMO is an arm of Corporate Finance and partners with functional groups across the firm inclusive of market risk, model developers, corporate financial reporting and line-of-business production controllers to establish control and governance best practices and accountability for the Regulatory Capital process to generate the firm’s risk-weighted assets.
The RCMO Controls team is responsible for the end to end oversight of RCMO's control framework including its control issue identification, escalation and remediation. This includes the control environment for Corporate Capital Stress Testing, Capital Controller, Basel Policy and Oversight, Basel Measurement and Analytics and several Independent review functions for Capital. The function has dual reporting to RCMO and the Finance Control Office. The Finance Control Office has responsibility across Global Finance and is part of the Oversight & Control organization.
The candidate’s key responsibilities include but not limited to the following:
  • Lead periodic review of existing processes across Basel III (market risk, wholesale credit risk, counterparty credit risk and retail risk stripes) and CCAR stress testing to identify control gaps, propose remediation plans and partner with the business functions to implement enhancements
  • Evaluate design and operation effectiveness of management and business process controls
  • Support roll out and enhance control governance framework for issue identification/escalation, the root cause analysis process, and issue remediation efforts
  • Create and consolidate key metrics and materials for RCMO Control forums
  • Improve efficiencies across the various control functions and enhance testing activities for Risk and Control Self-Assessment (RCSA), Sarbanes Oxley (SOX) and CFO Attestation Program (CCAP)
  • Facilitate regulatory exams (FRB/OCC/SEC)  and internal control functions’ reviews (Basel Independent Review/Central Challenger Team/RCMO Control Officer/Internal Audit) and partner with the business functions for closure of open issues arising from internal reviews/external exams
  • Track and monitor remediation efforts / Action Plans


  • Degree in a Finance, Economics, business administration, or information systems, or a related field; advanced degree a plus


  • Prior CCAR and Basel regulatory capital experience preferred
  • 8+ years of experience in finance, internal/external audit, consulting or related field

  • Experience with working in a highly regulated environment and setting up controls and governance processes

  • Experience partnering with technology, operate, and business to manage initiatives and drive issue resolution

  • Familiarity with derivatives and trading products; multiple asset classes preferred

  • Advanced communications and presentation skills; ability to interface with all levels of employees

  • Ability to manage, develop and influence people

  • Strong organizational skills and process orientation

  • Excellent time management skills, being flexible to handle multiple tasks at the same time and prioritize the tasks in the order of importance

  • Self-starter who actively contributes to team, and thrives in a continuously changing and evolving environment with a focus on efficiency and quality

  • Ability to quickly grasp concepts, learn processes and execute on deliverables in a timely manner

  • Excellent technical skills in Microsoft Office Suite, including extensive experience using PowerPoint to create polished Executive Reports
